Three of the Phase 1 ESAs were expanded in scope to include asbestos, lead-based paint, radon and lead in drinking water. A total of approximately 28 residences were included in the expanded Phase I ESAs, which followed the ASTM Standard Practice for Environmental Site Assessments (ASTM E-1527-05). WSI conducted a historical background search and reviewed; aerial photographs, topographic maps, title reports, Sanborn maps, city and/or county directories, and planning and permitting agency files. WSI also conducted a site reconnaissance of the residences, which involved taking photographs and field notes for each property, documenting the presence of hazards and interviewing housing authority staff and residents.
